These Terms set out the conditions and procedures under which news organizations and publications ("Publisher") use the BLINK Wire free news feed and API ("Feed") provided by BlinkHub ("Operator"), and the rights and obligations of both parties.
1. "Feed" means the articles and related data that the Operator edits, rewrites or translates and provides through the API or plugin.
2. "API Key" means the unique credential the Operator issues to a Publisher.
3. "Registered Site" means the one website that the Publisher registers when applying and that the Operator approves.
1. A Publisher wishing to use the Feed must provide the following information truthfully and agree to these Terms.
Publication name; periodical registration number such as an internet newspaper registration (where applicable); publisher; company name and business registration number; representative; address; contact person's name, phone and email; Registered Site address; content management system (CMS) and hosting provider.
2. The Operator issues an API Key after reviewing the information. If the information is untrue or the applicant cannot reasonably be regarded as a news organization or publication, the Operator may refuse to issue a key or terminate use afterwards.
3. If the information changes, the Publisher must update it without delay.
1. The Publisher may use the Feed only to publish it on one Registered Site.
2. The free usage limit is 100 full articles per month per API Key (unless the Operator gives separate notice).
3. The Publisher must publish, with each article, the original source and the "BLINK Wire" credit shown in the Feed, and must not delete, alter or hide the source credits and identifying information included in the Feed.
4. The Publisher must not disable or interfere with the publication reporting function that tells the Operator where articles are published (including automatic reporting by the plugin).
The Publisher must not:
1. publish or transmit the Feed on any website, app, service or print edition other than the Registered Site;
2. redistribute, resell, retransmit or sublicense (syndicate) the Feed to third parties, or use it as the source for a platform, relay server or hosting service that supplies articles to other publications;
3. share, transfer or lend the API Key to another person or company, or split its use across multiple sites or servers;
4. compile the Feed into a separate database, or use it for purposes other than publication, such as selling data or training artificial intelligence;
5. create multiple accounts or keys to avoid the usage limit, or remove or circumvent the Operator's identifying marks and technical restrictions.
1. The rights to the edited, rewritten and translated articles provided through the Feed and to the Feed database belong to the Operator. The Publisher may use them only within the scope permitted by these Terms; no rights are transferred to the Publisher.
2. The rights to the original press releases on which the articles are based belong to the issuing organizations. Some overseas government material is also subject to the public licence terms of the relevant country.
1. To confirm compliance with these Terms, the Operator records and reviews API usage records (access IP address, request time and articles retrieved) and publication status.
2. The Operator may include marks in articles that identify the Publisher, and may investigate the usage history of an API Key if Feed articles are found anywhere other than the Registered Site.
3. An API Key may not be used from more than the number of different servers set by the Operator; if this is exceeded, the key may be suspended automatically.
1. If the Publisher violates Article 4 or Article 5, the Operator may suspend the API Key or terminate the agreement without prior notice.
2. If the Publisher's violation of Article 4 or Article 5 causes damage to the Operator, the Operator may claim compensation from the Publisher. In particular, any profit obtained by the Publisher or a third party through a violation of Article 5 (such as redistribution or resale) is presumed to be the amount of damage suffered by the Operator.
3. The Operator may take legal action against violations, including claims for injunction (Article 123) and damages (Articles 125 and 125-2) under the Korean Copyright Act, measures for infringement of database producers' rights (Article 93), measures under the Korean Unfair Competition Prevention and Trade Secret Protection Act, and criminal complaints (including under Article 136 of the Copyright Act).
1. Whether and how to publish and edit articles is the Publisher's decision and responsibility.
2. The Operator may change the scope, limits or method of the Feed, or stop providing the Feed when operationally necessary.
1. The Operator uses the information received under Article 3 only to confirm eligibility, manage API Keys, monitor use and respond to violations.
2. Personal information such as the contact person's name and phone number is collected and used with separate consent and destroyed one year after use ends. However, if a dispute or violation response is in progress, it is kept until that ends.
Disputes relating to these Terms shall be resolved by mutual consultation; if no agreement is reached, they shall be resolved by the court with jurisdiction under the Korean Civil Procedure Act.
- Items collected: contact person's name, phone number and email; names of the publisher and representative
- Purpose: confirming eligibility, issuing and managing API Keys, monitoring use and responding to violations, and sending notices
- Retention period: one year after use ends (until resolved if a dispute or violation response is in progress)
- You may refuse consent, but you will not be able to use the Feed if you do.
